On December 16, 2016, rare earth industry operation situation analysis meeting and rare earth branch establishment conference of China nonferrous metals industry association was held in Beijing. At the 2016 rare earth industry operation situation analysis meeting held in the morning of the same day, Chen quanxun and xia nong delivered a speech, zheng xinli delivered a report on the current macroeconomic situation, huang xiaowei, chief expert of Beijing general research institute of nonferrous metals delivered a special report on rare earth, and representatives of rare earth enterprises in north China and xiamen tungsten industry delivered speeches respectively.

Chen quanxun said at the 2016 rare earth industry operating situation analysis conference that China's rare earth industry has shown three characteristics since the beginning of this year. First, progress has been made in supply-side structural reform. Some rare earth smelting and separation capacity, which is not up to the standard of environmental protection, has been withdrawn from the market by means of environmental protection inspection and industrial regulation. By strengthening the industry self-discipline, some enterprises take the initiative to reduce (stop) production measures, product output has been reduced, supply and demand relations have been improved. Second, the import and export trade tends to be active. According to customs data, in the first 10 months of this year, China imported 14,000 tons of rare earth smelting and separation products, up 47.3 percent year-on-year, and exported 38,000 tons of smelting and separation products, up 43.3 percent year-on-year. The export of rare earth functional materials continued to maintain steady and fast growth, with a total export of 22,000 tons of rare earth permanent magnets, up 14.8% year-on-year. The import and export of smelting and separation products in shuangwang shows that on the one hand, the overseas rare earth smelting and separation industry has developed rapidly, and the competitiveness of rare earth salts, oxides and other primary products has gradually emerged. On the other hand, overseas rare earth applications began to recover, bringing hope and pressure to China's rare earth deep processing industry. Third, the price is still low shock. In the first 11 months of this year, the average prices of neodymium oxide, dysprosium oxide and terbium oxide were respectively about 250,000 yuan per ton, 1.25 million yuan per ton and 2.62 million yuan per ton, respectively, down 5.2%, 17.2% and 17.6% year-on-year. Entering November, the prices of these varieties have rebounded slightly, but overall, prices are still low.

In his speech, shannon summarized the achievements and problems of the current development of the rare earth industry. Xia said that the national development and reform commission attaches great importance to the work of rare earths. In recent years, the national reserve of rare earths has been carried out, a directive plan has been drawn up and a special construction fund has been set up to guide industrial enterprises to speed up technological progress and industrial upgrading. Shannon stressed that the development of the rare earth industry should adapt to the new situation, seize new opportunities and build a new order. Shannon hopes that the China nonferrous metals industry association will continue to play a good role in the tradition of work, serve as a good adviser and assistant to the government, do a good job in the industry bridge, and create a good market environment for the sustained and healthy development of the rare earth industry.

At the founding meeting of the rare earth branch of China nonferrous metals industry association, Chen quanxun said that China nonferrous metals industry association initiated the establishment of the rare earth branch mainly based on the following considerations: first, the establishment of the rare earth branch will help further improve the management system of nonferrous metals association branches. Nonferrous metal variety, sound, perfect branch, is the nonferrous association continues to improve service quality and level of important guarantee. In recent years, the nonferrous association has increased its efforts in the development of rare and rare earth metals industry. It has set up branches of indium, bismuth, germanium, gallium, selenium, tellurium, tin, antimony, aluminum carbon, and other branches. Rare earth has 17 elements and is an important member of the nonferrous metals family. Four of the six major rare earth groups are integrated nonferrous metals enterprises. Therefore, the establishment of rare earth branch is of great significance to improve the management system of nonferrous metal association branch and further improve the service quality and level.

Second, the establishment of rare earth branch will help integrate rare earth resources of nonferrous metals association. Nonferrous association is the inheritance of nonferrous metals industry corporation and national bureau of nonferrous metals industry. For a long time, nonferrous metals association has been actively cooperating with relevant departments of the state to carry out rare earth work. For example, it has cooperated with the national development and reform commission to put forward Suggestions on total rare earth quota, cooperated with the ministry of land and resources to put forward Suggestions on total rare earth mining quota control, and cooperated with the ministry of environmental protection to carry out rare earth environmental protection inspection. The specific work of the national committee for the standardization of rare earth is also organized and directed by the nonferrous metals association, and a special rare earth work department has been set up at the headquarters of the association. By integrating these resources of the nonferrous industry and forming industrial synergy for the rare earth industry, nonferrous associations have the foundation, conditions and ability. At the same time, from the perspective of the development history of the association, China tungsten industry association and China nonferrous metal industry processing association were founded in the mid-1980s, and both of them are currently managed by nonferrous association. From the requirements of the association and chamber of commerce decoupling reform, under the unified management of nonferrous association, the establishment of professional branches of related varieties is also in line with the direction and trend of reform.

Third, the establishment of a rare earth chapter will help promote the sustained and healthy development of the rare earth industry. At present, China's rare earth industry is facing unprecedented development opportunities, but also facing outstanding contradictions and problems such as the industry order needs to be further standardized, homogenized competition is fierce, and terminal consumption support is insufficient. In order to solve the industry dilemma, we need strong support from national industrial policies, as well as industry self-discipline and mutual support to jointly maintain a healthy and orderly industrial development environment. Nonferrous association has been deeply engaged in the industry for more than ten years, and has accumulated rich working experience in guiding industry self-discipline and coordinating major issues. All these wisdom and wealth will be converted into the working advantages of the rare earth branch, which will further increase the momentum and vitality for promoting the sustainable and healthy development of the rare earth industry.

Finally, Chen quanxun put forward three hopes for the work of rare earth chapter. First, to practice the purpose of service, do practical things for the enterprise. Association is the organizational form of the industry, which comes from and serves enterprises. Chapter should constantly strengthen their own capacity building, firmly establish the fundamental purpose of serving the government, the enterprise and the industry, actively strive for policy support, help the enterprise solve practical problems, and strive to build the chapter into a social organization trusted by the government, inseparable from the enterprise and influential in the industry.

Second, we should be good advisers and assistants and effectively provide strong support for the government. To give full play to the association of industry specialization degree is high, familiar with enterprise features and advantages, actively cooperate with the relevant government departments of industry planning and policy adjustment and so on related work, around the relationship to the development of the rare earth industry, forward-looking, and carry out investigation and study, according to the specific national industrial policy stable cross down, reflect the enterprise's demands and advice, practical and strong support for the decision of the relevant government departments.

Third, we need to strengthen industry self-discipline and effectively create a good environment for the industry. The association is an autonomous and self-disciplined organization of the industry. On the one hand, according to the national industrial policy and related requirements, the chapter should strengthen self-discipline, standardize behavior, and create a fair, orderly, standardized and transparent industrial environment. On the other hand, the chapter should build up development consensus, strengthen exchanges and cooperation, lead enterprises to go abroad, create a broader international stage, and improve the international discourse and influence of China's rare earth industry.
